GSA MAS Refresh(es): If You Blinked, You Might Have Missed Them

Depending on when you last worked in the General Services Administration (GSA) eOffer system, you may not have noticed that they made two updates to the Multiple Award Schedule (MAS); Refresh 20 (April 2024) and Refresh 21 (May 2024).  

The 2024 GSA MAS refreshes introduced several important updates to modernize and streamline federal procurement processes. Here's an overview of key changes:

General Changes

  1. Clause and Provision Updates: Several clauses were revised, including GSAR 552.238-80 (Industrial Funding Fee and Sales Reporting) which now includes optional data fields like order and ship dates, zip code shipped to, and Federal Customer Treasury Agency Code​.

  2. Payment Terms: Updates clarified payment terms for software licenses delivered via Software as a Service (SaaS), distinguishing between upfront payments and advance payments. This is critical for software vendors​.

  3. Authorized Dealers: Authorized dealers can now be directly incorporated into MAS contracts by the Contracting Officer, simplifying the contract management process​.

  4. Letter of Supply: The Letter of Supply now requires only the vendor's signature, eliminating the need for both vendor and supplier signatures​.

Category-Specific Changes

  1. Office Management: Descriptions for copier-related SINs were updated to include multifunction printers (MFPs) and devices (MFDs)​​.

  2. Information Technology:

    • Electronic Commerce: Removed the requirement for services to be billed in arrears.

    • Cloud Computing: Revised instructions for Cloud Computing and related IT services, removing restrictions on billing models.

  3. Professional Services:

    • Identity Protection Services: Revised supplemental proposal documents for SIN 541990IPS to address changes in identity protection and data breach response services.

    • Environmental Services: Added language to include climate change services within various environmental SINs​.

  4. Telecommunications: Language requiring billing in arrears was removed for SINs related to commercial satellite and wireless mobility solutions​.

Compliance and Reporting

  • Third-Party Payments: Credit card or convenience fees cannot be charged to the end customer, promoting transparency and fairness​.

These updates are aimed at enhancing efficiency, clarifying procedures, and aligning GSA MAS contracts with current technological and service delivery standards.
